Charles Johnson and William McKay, former parliamentarians for the U.S. House of Representatives and the British House of Commons respectively, talked about the book they co-wrote, Parliament & Congress: Representation & Scrutiny in the Twenty-First Century, which compares and contrasts the two bodies. They also talked about the rules of their respective bodies, their jobs as parliamentarians, and told stories of times where their rulings were instrumental to the working of their legislative bodies. William McKay worked for 41 years in the clerk’s office of the House of Commons. For four years, from 1998 to 2002, he was the clerk of the House, a position similar to the U.S. House parliamentarian. Since then, he has been an observer at the Council of the Law Society of Scotland. Charles Johnson came to the U.S. House of Representatives Office of the Parliamentarian in 1964. After almost 20 years as deputy parliamentarian, he spent ten years as the house parliamentarian (1994-2004).
