Supreme Court Justice Anthony Kennedy spoke at the Forum Club of the Palm Beaches. In his remarks he said he was against a litmus test for Supreme Court nominees. His remarks, at times both humorous and serious, also touched on the nation's overcrowded prison system and the rule of law in the developing world.
