Representatives Jeb Hensarling and Mike Pence talked about a Constitutional spending limit amendment they are introducing, and they responded to telephone calls and electronic communications. The amendment would limit spending to "one-fifth of the economy" and could be wavied only if a declaration of war was in effect or by a two-thirds vote of Congress.
